No. You get the T.M. from Ltn. Surge after you beat him and his Raichu...you do have Thundershock that pikachu learns, though... |

I wouldn't know that, because my Pikachu itself on Yellow is only lvl. 25, although I have a 96% Chance that it can... |

Pikachu learns Thunder at Level 43, or you can use the TM in the Power Plant. (Even though I, personally would recommend thunderbolt over thunder.) |
