Well im not really sure because the UNSC is practicaly nothing without the chief,the empire and the covenant both have TONS of soldiers and stuff,the flood can take over bodies so if they visited a area wher a battle wsa they could ,take over trhose bodies and have lots of men,the locus well the locus jsut plain SUCK if they can get 0wne by some guy who blindly shoots his gun over walls then theyd deafenatly get owned in a 5 way war. Overall if the UNSC has the chief and arby thry might have a chance but overall i think the Empire would win because they have the deathstar and they could destroy planets :-p (P.S. i still like halo even though it lost this war.) |

just to let you know, the death star is a planet destroyer. But the ringworld known as Halo is a galactic superweapon if used. |

Empire. They could blow up all the rings and the ark with their death star. But they would only be able to win if they still had the cloning facility on Wayland (i think that's what it is called or the kamino cloning facility. |
