Well the master vampire could be anywhere. But to be bitten by him with no cheats all you have to do is go to a community lot at NIGHT and wait for a while and maybe like 3 in the morning you'll see a guy in a vampire suit and his arm over his mouth. Become friends with him, marry him then control him and a option will come up as bite sim or something. Hope I helped!

You don't have to marry him, if the vampire likes your sim enough, and spends enough time with your sim, then eventually they will get bitten. Also, you can make another sim influence the vampire to bite your desired sim.
