u mean that a peace settlement often lays the foundations for the next war? i guess that cud be true in quite a few cases.

War occurs all the time; the violence and wars we focus on, depending on where you live (Americans: Iraq, Isreal: Palestine, Africa: Africa) merely distract people from the big image: The world is in a near-constant state of war; somebody is always fighting/killing/getting killed by somebody else.

It's just that when the war people focus the most on ends, the citizens of that country are then let alone at peace long enough to notice all the other wars going on around them.

War and peace are really not on-and-off features of the human race, it merely seems to be. It happens all the time as human beings constantly take up arms to settle conflicts with one another in the oldest fashion known to nature: force.
